Binance said it plans to begin restoring withdrawals in phases on Nov. 1, with the first phase scheduled to start between 06:00 and 09:00 UTC. The exchange said services would become available progressively as security and readiness checks are completed.

The first phase is set to cover BTC, Ethereum, BNB Smart Chain, Tron, Solana, XRP, Zcash, Dogecoin, TON, Polygon, Avalanche C-Chain, Arbitrum, Base, Optimism and Sui. Binance listed the assets available on each network and said additional networks and assets would be added when ready. It advised users to check the withdrawal page or network-status page for current availability.

The announcement cautioned that users may face delays or longer processing times during the initial rollout because of traffic. Binance said a withdrawal that does not go through may be retried later. Its schedule is a plan to restore services; it does not establish that withdrawals are currently available across the listed networks.

Binance said deposits remained open and were not affected by the incident. It reported that it had covered about 95% of the impacted amount, compared with about 90% in its previous update. The exchange said the remaining 5% consists of tokens outside its top ten listed assets that are less liquid and take longer to source at the required scale.

The company said balances in BTC, ETH, USDT, BNB, SOL, USDC, XRP, USD1, RLUSD and ZEC were fully backed. Binance also said it would bear the financial impact of the stolen funds rather than pass those losses on to users.

The exchange said it had conducted enhanced security reviews, assessed withdrawal infrastructure and monitored for residual risks. It also said it was working with law enforcement and industry partners to trace and recover funds. Binance said it would publish a post-incident report after the investigation is complete.
